بالبلدي: مسابح مميتة!

مع ارتفاع درجات الحرارة، يزداد الإقبال على المسابح، خصوصاً في الإجازة الصيفية، ومعها تتصاعد التحذيرات من تحوّل لحظات المتعة واللهو البريء إلى مآسٍ قاسية، يذهب ضحيتها الأطفال. وتكثف مختلف القطاعات جهودها في اليوم العالمي للوقاية من الغرق لتحذر من الإهمال وغياب الرقابة اللذين يؤديان للكوارث داخل المجتمع. ويعد غياب الرقابة على الأطفال السبب الأكبر في حالات الغرق، ويمكن تجنب هذه الحوادث بالوعي والرقابة المستمرة، واتخاذ التدابير المناسبة لمنع وقوعها. وتحذر منظمة الصحة العالمية من أن الغرق يتسبب في وفاة شخص واحد كل دقيقتين على مستوى العالم، ما يجعله أحد أبرز أسباب الوفاة غير المتعمدة، خصوصاً بين الأطفال والشباب.

وتؤكد المنظمة أن الوفيات يمكن الوقاية منها عبر تدابير بسيطة مثل تعليم السباحة، وزيادة الوعي بخطورة المياه، وتوفير وسائل الإنقاذ في الأماكن العامة. ويشكل الغرق عبئاً صحياً واقتصادياً كبيراً، إذ يترك أثراً طويل الأمد على الأسر والمجتمعات، ويتسبّب في فقدان آلاف الأرواح سنوياً دون أن يحظى بالاهتمام الكافي.

انخفاض نسبة وفيات الغرق

سجلت السعودية انخفاضاً في وفيات الغرق بنسبة 31% عقب اعتماد السياسة الوطنية للوقاية من الغرق في 2021 حتى نهاية 2023م، إذ أسهمت تلك الإجراءات في تفادي عبء اقتصادي يُقدّر بنحو 1.33 مليار ريال، في خطوة تعكس التزامها بحماية الأرواح وتعزيز السلامة المائية، وترسيخ مفهوم الوقاية باعتبارها مسؤولية مشتركة بين الجهات الحكومية.

ونجحت المملكة في تطوير منظومة وطنية متكاملة للوقاية من الغرق، تقودها هيئة الصحة العامة «وقاية» عبر اللجنة المشتركة الدائمة للوقاية من الغرق، بمشاركة 13 جهة حكومية، لتوجيه التدخلات الوقائية المبنية على الأدلة نحو الفئات والمواقع الأعلى خطورة.

معايير أمان صارمة

ألزمت وزارة السياحة وحدات الضيافة الخاصة من شقق وفلل بتطبيق معايير أمان صارمة للمسابح كشرط للترخيص. وتضمنت المعايير العزل الكهربائي، وحواجز تمنع دخول الأطفال، وتوفير أدوات إنقاذ لضمان سلامة السياح، والعزل الآمن للتمديدات الكهربائية ووحدات الإضاءة.

كما ألزمت مُلاك هذه الوحدات بتقديم شهادة فحص أو تقرير معتمد من جهة مختصة يثبت سلامة العزل الكهربائي لتلافي تسرب المياه إلى مصادر التيار، واشترطت توفير حواجز أمان متينة حول المسابح تمنع دخول الأطفال دون إشراف، بتصميم لا يسمح بالتسلق أو المرور من خلاله، وتزويد هذه الحواجز ببوابات ذاتية الإغلاق، مع وضع مفاتيح الأقفال على ارتفاعات تبعد عن متناول الأطفال لضمان أقصى درجات الحماية.

واشترطت ضرورة خلو الأرضيات المحيطة من العوائق والتشققات لتجنب التعثر، مع إلزام الوحدات بتوفير وسائل الإنقاذ ومعدات الطفو كأطواق النجاة.

أفرغوا مسابح النفخ

كشف الخبير في أعمال الدفاع المدني اللواء متقاعد سالم المطرفي، بعض الإرشادات الوقائية للوقاية من الغرق في المسابح، أبرزها مراقبة الأطفال باستمرار وعدم تركهم بمفردهم لضمان سلامتهم، وإفراغ المسبح القابل للنفخ من الماء بعد كل استخدام ووضعه بعيداً عن متناول الأطفال، وتثبيت حاجز حول المسبح واستخدام أجهزة إنذار المسابح إن أمكن، والعناية بإزالة الألعاب المائية من المسبح حتى لا يسقط الطفل عند محاولته جلبها أو عند محاولته الوصول إليها.

كما نبه إلى ضرورة استئجار الشاليهات والاستراحات التي تحتوي على حواجز حول المسبح وتوفر أدوات الإنقاذ والسلامة المائية، وتجنب القفز في المسبح ما قد يسبب إصابات خطيرة عند الاصطدام بحواف المسبح أو أرضيته مما يكون سبباً في فقدان الوعي وبالتالي الغرق.

وأوصى اللواء المطرفي، بالحرص على استخدام سترات النجاة والعوامات لمن لا يجيدون السباحة والأطفال، وتجنب الجري حول المسبح لتفادي الانزلاقات والحوادث.

لا تنقذ وأنت لا تجيد

شدد مدير العمليات في المديرية العامة للدفاع المدني بمنطقة مكة المكرمة سابقاً الخبير الأمني اللواء عبدالله جداوي، أن موسم الصيف يشهد إقبالاً كبيراً على ممارسة السباحة في الكثير من المواقع التي قد تفتقر لوجود منقذين، خصوصاً الاستراحات والشاليهات المغلقة، والتي تفضل العوائل استخدامها بعيداً عن المناطق المفتوحة والخاضعة للرقابة.

وحذر اللواء جداوي، من ممارسة السباحة في المواقع الممنوع السباحة فيها، أو محاولة القيام بعملية الإنقاذ لمن لا يجيد السباحة، والتي قد تزيد حالات الغرق، مؤكداً أن هناك آليات وطرق في عمليات الإنقاذ يعلمها المختصون والمدربون عليها، لذا يجب عدم المجازفة بالنزول في المياه لعمليات الإنقاذ حتى لا تصبح المشكلة أكبر.

كما شدد اللواء الجداوي، على ضرورة الاهتمام بتعليم الأبناء السباحة والالتزام بجميع التحذيرات الصادرة عن الجهات المختصة بمنع السباحة في المواقع الخطرة ومتابعة الظروف الجوية قبل النزول للبحر والمخاطر المحتملة، والتقيد بتعليمات السلامة أثناء السباحة وارتياد الشواطئ والمسابح، وعدم ترك الأطفال يسبحون بمفردهم ومراقبتهم، مع الحرص على ارتداء الستر الخاصة بالسباحة وتركيب حواجز وأبواب على المسابح الخاصة، مع تجنب نزول الأودية ومواقع جريان السيول خلال هطول الأمطار أو عقبها.

الوقت عامل حاسم

ترى استشارية طوارئ الأطفال الدكتورة أشواق الأسمري، أن حالات الغرق قد تشهد صيفاً ارتفاعاً بسبب الإقبال على ممارسة السباحة في التجمعات الأسرية، إذ تنشغل الأسر مع بعضها ما ينتج ضعف المراقبة المباشرة للأطفال وأنشطتهم، وقد تجذب المياه شغفهم وانتباههم وما هي إلا لحظات حتى تفقد الأسرة أحد أبنائها.

وشددت الأسمري على ضرورة تواجد شخص بالغ قادر على السباحة ويجيدها ويشكل عين الرقيب على نشاط الأطفال في المسبح مع مراعاة وجود حواجز آمنة حول المسابح وعدم ترك أبوابها مفتوحة لمنع دخولهم للمسابح دون ملاحظة من ذويهم.

وبينت أن الغرق غالباً ما يحدث بصمت للطفل، وبشكل لا يمكنه من طلب المساعدة فيفقد أنفاسه مع دخول الماء إلى مجرى التنفس لديه، وبالتالي انهيار الجسم وفقدان القدرة على التنفس.

وقدمت الأسمري عدداً من النصائح عند التعرض لأي حالة غرق بوضع الغريق على جانبه الأيمن، ثم التحقق من مستوى الوعي والتنفس والنبض، وفي حال عدم وجود استجابة أو تنفس يجب البدء فوراً بالإنعاش القلبي الرئوي حتى وصول الفرق الإسعافية.

ونبهت إلى أن عامل الوقت يعد مهماً عند الغرق وإمكانية إنقاذ الغريق دون حدوث مضاعفات للدماغ والجسم، وقد يحدث فارقاً كبيراً في فرص النجاة.

With rising temperatures, the demand for swimming pools increases, especially during the summer vacation, and with it, warnings escalate about the potential for moments of fun and innocent play to turn into harsh tragedies, with children being the victims. Various sectors are intensifying their efforts on World Drowning Prevention Day to warn against neglect and the absence of supervision, which lead to disasters within the community. The lack of supervision over children is considered the biggest reason for drowning incidents, and these accidents can be avoided through awareness, continuous monitoring, and taking appropriate measures to prevent them. The World Health Organization warns that drowning causes one death every two minutes worldwide, making it one of the leading causes of unintentional death, particularly among children and youth.

The organization emphasizes that deaths can be prevented through simple measures such as teaching swimming, increasing awareness of the dangers of water, and providing rescue equipment in public places. Drowning poses a significant health and economic burden, leaving a long-term impact on families and communities, and causing the loss of thousands of lives annually without receiving adequate attention.

Decrease in Drowning Death Rates

Saudi Arabia recorded a 31% decrease in drowning deaths following the adoption of the national drowning prevention policy in 2021 until the end of 2023, as these measures contributed to avoiding an economic burden estimated at around 1.33 billion riyals, reflecting its commitment to protecting lives and enhancing water safety, and establishing the concept of prevention as a shared responsibility among government entities.

The Kingdom has succeeded in developing a comprehensive national system for drowning prevention, led by the Public Health Authority "Weqaya" through the Permanent Joint Committee for Drowning Prevention, with the participation of 13 government entities, to direct evidence-based preventive interventions towards the highest risk groups and locations.

Strict Safety Standards

The Ministry of Tourism has mandated private hospitality units such as apartments and villas to implement strict safety standards for swimming pools as a condition for licensing. These standards include electrical insulation, barriers to prevent children's access, and the provision of rescue tools to ensure the safety of tourists, as well as safe insulation for electrical installations and lighting units.

Owners of these units are also required to provide a certified inspection certificate or report from a competent authority proving the safety of electrical insulation to prevent water leakage to power sources, and they must provide sturdy safety barriers around the pools to prevent children from entering without supervision, designed in a way that does not allow climbing or passing through, and equipping these barriers with self-closing gates, with lock keys placed at heights out of children's reach to ensure maximum protection.

It is also required that the surrounding floors be free of obstacles and cracks to avoid tripping, with units mandated to provide rescue tools and flotation devices such as life rings.

Empty Inflatable Pools

Retired Civil Defense expert Major General Salem Al-Mutrafi revealed some preventive guidelines to avoid drowning in swimming pools, the most important of which are to continuously monitor children and not leave them alone to ensure their safety, to empty inflatable pools of water after each use and store them out of children's reach, to install a barrier around the pool and use pool alarms if possible, and to take care to remove water toys from the pool to prevent children from falling while trying to retrieve them or reach them.

He also emphasized the importance of renting chalets and rest houses that have barriers around the pool and provide rescue and water safety tools, and to avoid jumping into the pool, which may cause serious injuries upon collision with the pool's edges or floor, leading to loss of consciousness and consequently drowning.

Major General Al-Mutrafi recommended ensuring the use of life jackets and flotation devices for those who cannot swim and for children, and avoiding running around the pool to prevent slips and accidents.

Do Not Rescue If You Cannot Swim

Former Operations Director at the General Directorate of Civil Defense in Makkah Region, security expert Major General Abdullah Jdawi, emphasized that the summer season sees a significant increase in swimming activities in many locations that may lack lifeguards, especially in closed rest houses and chalets, which families prefer to use away from open areas that are subject to supervision.

Major General Jdawi warned against swimming in prohibited areas or attempting to rescue someone if one cannot swim, as this may increase drowning cases, stressing that there are mechanisms and methods for rescue operations that specialists are trained in, so one should not take the risk of entering the water for rescue operations to avoid making the problem worse.

He also emphasized the need to teach children how to swim and to adhere to all warnings issued by the relevant authorities regarding swimming in dangerous locations, to monitor weather conditions before going to the sea and the potential risks, and to comply with safety instructions while swimming and visiting beaches and pools, and not to leave children swimming alone and to supervise them, while ensuring the use of swimming vests and installing barriers and gates on private pools, and avoiding entering valleys and flood-prone areas during or after rainfall.

Time is a Critical Factor

Pediatric emergency consultant Dr. Ashwaq Al-Asmary believes that drowning cases may see an increase during the summer due to the demand for swimming in family gatherings, as families become preoccupied with each other, leading to weakened direct supervision of children and their activities. Water may attract their curiosity and attention, and in just moments, a family may lose one of its children.

Dr. Al-Asmary stressed the necessity of having an adult who can swim and is proficient in monitoring children's activities in the pool, ensuring that safe barriers are in place around the pools and that their doors are not left open to prevent children from entering the pools without their guardians noticing.

She indicated that drowning often occurs silently for the child, in a way that does not allow them to call for help, leading to loss of breath as water enters their airway, resulting in body collapse and loss of the ability to breathe.

Dr. Al-Asmary provided several tips for responding to any drowning incident by placing the victim on their right side, then checking their level of consciousness, breathing, and pulse. If there is no response or breathing, CPR should be started immediately until emergency teams arrive.

She warned that time is crucial in drowning situations and can significantly affect the chances of saving the drowning person without causing complications to the brain and body, making a big difference in survival chances.
