نفت وزارة الخارجية الإيرانية ما أعلنه نائب الرئيس الأمريكي جيه دي فانس بأن طهران وافقت على عودة مفتشي الوكالة الدولية للطاقة الذرية من أجل تفتيش منشآتها النووية.

لا لقاءات مع مدير الوكالة الدولية

وأكد المتحدث باسم الخارجية إسماعيل بقائي في إحاطة صحفية، اليوم (الثلاثاء): «لا ننوي السماح لمفتشي الوكالة الذرية بزيارة المواقع النووية المستهدفة في الصراع».

وأعلن أن الوفد الإيراني الذي ترأسه محمد باقر قاليباف إلى سويسرا لم يجرِ أي لقاء مع مدير الوكالة الأممية رافاييل غروسي.

ولفت إلى أن مذكرة التفاهم الموقعة «تقوم على الاحترام والالتزام بالواقع وأي حديث متعال سيقوض مسار الاتفاق». وأضاف أن «الأطراف الموقعة على مذكرة التفاهم تسعى لتنفيذ جميع بنودها قبل بدء التفاوض بشأن الملف النووي».

ملف لبنان والأموال المجمدة

وبشأن الأموال الإيرانية المجمدة في الخارج والتي نصت مذكرة التفاهم على الإفراج عن جزء منها يقدر بـ 12 مليون دولار، قال: «نحن أحرار في التصرف بأموالنا المجمدة التي سيفرج عنها ولا توجد أي قيود عليها». وأكد بقائي أن القدرات الصاروخية والدفاعية الإيرانية لن تكون موضع تفاوض مع أي طرف، وفق ما نقلت وكالة رويترز.

وحول لبنان، أوضح متحدث الخارجية أنه تم الاتفاق خلال المحادثات على آلية بمشاركة إيران وقطر وباكستان وأمريكا ولبنان لمنع التصعيد في لبنان.

ولفت إلى أن الآلية التي تم الاتفاق عليها تهدف أيضا إلى مراقبة تنفيذ وقف إطلاق النار في لبنان. وشدد على أن «وقف الاعتداءات على لبنان جزء لا يتجزأ من مذكرة التفاهم»، مضيفاً أن «التزام أمريكا واضح بهذا الشأن». وقال إن الأطراف الموقعة على مذكرة التفاهم تسعى لتنفيذ جميع بنودها قبل بدء التفاوض بشأن الملف النووي.

إيران سترد على انتهاك التفاهمات

من جانبه، أفاد مندوب إيران الدائم لدى الأمم المتحدة في جنيف علي بحريني أنه «لم تجر أي مناقشات بشأن السماح للمفتشين بدخول البلاد»، مضيفاً أن «مناقشة الأنشطة النووية ستكون بالمرحلة التالية من المحادثات» مع الجانب الأمريكي. وقال: «يجب تنفيذ 5 بنود من مذكرة التفاهم بالكامل قبل التفاوض بشأن الملف النووي ودور وكالة الطاقة الذرية». وأكد أن مضيق هرمز مفتوح بدون رسوم لكن ما سيحدث بعد 60 يوماً يعتمد على المفاوضات.

وأشار إلى أن المحادثات الرئيسية بشأن هرمز ستجري بين إيران وعمان تليها مناقشات متوازية مع أطراف مذكرة التفاهم.

وأوضح أنه إذا انتهكت إسرائيل مذكرة التفاهم بأي شكل من الأشكال، بما في ذلك من خلال مهاجمة لبنان أو استهداف حزب الله داخل لبنان، فإن إيران سترد.

The Iranian Foreign Ministry denied the statement made by U.S. Vice President J.D. Vance that Tehran agreed to the return of International Atomic Energy Agency (IAEA) inspectors to inspect its nuclear facilities.

No meetings with the IAEA Director

Spokesman for the Foreign Ministry, Ismail Baghaei, confirmed in a press briefing today (Tuesday): "We do not intend to allow IAEA inspectors to visit the targeted nuclear sites in the conflict."

He announced that the Iranian delegation, headed by Mohammad Baqer Qalibaf, did not hold any meetings with the IAEA Director General Rafael Grossi during their visit to Switzerland.

He pointed out that the signed memorandum of understanding is based on respect and commitment to reality, and any lofty discussions will undermine the path of the agreement. He added that "the parties signing the memorandum of understanding seek to implement all its provisions before starting negotiations on the nuclear file."

The Lebanon file and frozen funds

Regarding the Iranian funds frozen abroad, which the memorandum of understanding stipulated to release a portion estimated at $12 million, he said: "We are free to manage our frozen funds that will be released, and there are no restrictions on them." Baghaei emphasized that Iran's missile and defensive capabilities will not be subject to negotiation with any party, according to what was reported by Reuters.

Concerning Lebanon, the Foreign Ministry spokesman clarified that an agreement was reached during the talks on a mechanism involving Iran, Qatar, Pakistan, the U.S., and Lebanon to prevent escalation in Lebanon.

He noted that the agreed-upon mechanism also aims to monitor the implementation of the ceasefire in Lebanon. He stressed that "stopping the assaults on Lebanon is an integral part of the memorandum of understanding," adding that "the U.S. commitment in this regard is clear." He stated that the parties signing the memorandum of understanding seek to implement all its provisions before starting negotiations on the nuclear file.

Iran will respond to violations of the agreements

For his part, Iran's permanent representative to the United Nations in Geneva, Ali Bahreini, stated that "no discussions have taken place regarding allowing inspectors to enter the country," adding that "discussions on nuclear activities will be in the next phase of talks" with the U.S. side. He said: "Five provisions of the memorandum of understanding must be fully implemented before negotiating the nuclear file and the role of the IAEA." He confirmed that the Strait of Hormuz is open without fees, but what will happen after 60 days depends on the negotiations.

He indicated that the main discussions regarding Hormuz will take place between Iran and Oman, followed by parallel discussions with the parties to the memorandum of understanding.

He explained that if Israel violates the memorandum of understanding in any way, including by attacking Lebanon or targeting Hezbollah within Lebanon, Iran will respond.
