كشف موقع «أكسيوس» أن إدارة الرئيس الأمريكي دونالد ترمب لجأت في منتصف مايو الماضي إلى قناة اتصال سرية مع قيادة الحرس الثوري الإيراني، بعدما بدأت تشكك في قدرة المفاوضين الإيرانيين الرسميين على اتخاذ قرارات ملزمة بشأن إنهاء الحرب.
من يتخذ القرار في طهران؟
ونقل عن 3 مصادر مطلعة على المحادثات أن الإدارة الأمريكية اختارت رئيس إقليم كردستان العراق نيجيرفان بارزاني للاضطلاع بدور «الوسيط السري»، لتمتعه بعلاقات وثيقة وثقة لدى مسؤولين أمريكيين وإيرانيين، وشخصيات بارزة في الحرس الثوري.
وأفادت المصادر بأن إحدى أبرز المشكلات أمام إدارة ترمب سواء في المفاوضات الحالية أو أي مفاوضات مستقبلية تتمثل في التأكد من أنها تتحدث إلى المسؤولين الذين يملكون فعلياً سلطة اتخاذ القرار، فضلاً عن الحاجة إلى وسطاء يحظون بثقة البيت الأبيض والنظام الإيراني.
كيف بدأت القناة السرية؟
وأشارت المصادر إلى أنه بعد وقف النار في 8 أبريل، والقمة التي عقدت في إسلام آباد بعد ذلك بأيام، حاولت الولايات المتحدة وإيران التفاوض على إنهاء الحرب. وفي أوائل مايو، اعتقد البيت الأبيض أن التوصل إلى اتفاق بات قريباً، إلا أن إيران أخرت ردها لأكثر من 10 أيام، وبدأ المفاوضون الأمريكيون يعتقدون أن المفاوضين الإيرانيين وهما رئيس البرلمان محمد قاليباف ووزير الخارجية عباس عراقجي لا يملكان تفويضاً كافياً لإبرام اتفاق، وأن الحرس الثوري كان يتدخل في المفاوضات ويتجاوز قراراتهما.
وأضاف أنه بحلول 10 مايو، خلص البيت الأبيض إلى حاجته إلى قناة خلفية للتواصل مع قيادة الحرس الثوري. وأجرت مديرة الاستخبارات الوطنية الأمريكية حينها تولسي غابارد اتصالاً مع بارزاني. وبحسب مصدرين مطلعين مباشرة على الاتصال، أبلغت غابارد بارزاني أن الإدارة الأمريكية تعتقد أنه قادر على المساعدة في التواصل مع قائد الحرس الثوري الجنرال أحمد وحيدي.
لماذا بارزاني ؟
وحسب المصادر، فإن اختيار بارزاني يعود إلى أنه عاش في إيران خلال الحرب الإيرانية-العراقية، ودرس في جامعة طهران، ويتحدث الفارسية بطلاقة، وتربطه علاقات شخصية بعدد من كبار المسؤولين في النظام الإيراني، بمن فيهم شخصيات بارزة في الحرس الثوري، وفق ما نقله «أكسيوس».
وأكدت المصادر أن غابارد أوضحت لبارزاني أنها تجري الاتصال بموافقة ترمب ونائبه. وكان الهدف من الاتصال معرفة ما إذا كان وحيدي وقيادة الحرس الثوري يؤيدان ما كان قاليباف وعراقجي يتفاوضان بشأنه، أم أن لديهما أفكاراً أو مطالب مختلفة. وأشارت غابارد إلى أن الوسطاء لم يتمكنوا من الوصول إلى وحيدي للحصول على توضيح مباشر.
وافق بارزاني على طلب غابارد، وتواصل مع مصادره داخل الحرس الثوري، وأبلغهم بأن لديه رسالة من إدارة ترمب. لكن بارزاني شدد، بحسب أحد المصادر، على رغبته في «التحدث مباشرة مع الجنرال وحيدي». ووافق الإيرانيون على ذلك.
وفي 14 مايو، وصل مسؤول من الحرس الثوري إلى مكتب بارزاني في أربيل، حاملاً هاتفاً مشفراً لإجراء اتصال آمن. وسأل بارزاني وحيدي عما إذا كان يؤيد المفاوضين الإيرانيين. وأجاب بأنه يؤيدهم، قائلاً، وفق مصدر مطلع مباشرة على المحادثة، إنه «يدعمهما بالكامل، وهذا أيضاً موقف الحرس الثوري. نحن نفضل حل هذه الأزمة من خلال المفاوضات».
وأكدت 3 مصادر، بينهم مسؤول في البيت الأبيض، أن بارزاني اتصل بغابارد فور انتهاء محادثته مع وحيدي وأطلعها على الرد الإيراني، قبل أن تنقل غابارد المعلومات إلى البيت الأبيض.
اقتراح مفاوضات سرية في أربيل
وبعد تلقي الرد الإيراني، طرحت إدارة ترمب مقترحاً جديداً، فقد أرادت الولايات المتحدة من بارزاني استضافة مفاوضات سرية بين مسؤولين أمريكيين وإيرانيين كبار في أربيل. وتواصل بارزاني مجدداً مع الإيرانيين ونقل إليهم المقترح.
ولم يستبعد الإيرانيون الفكرة، لكنهم أبدوا مخاوف بشأن أمنهم، وكان المسؤولون الإيرانيون يعتقدون أن الاستخبارات الإسرائيلية لديها العديد من العناصر في إقليم كردستان العراق، وأن إسرائيل قد تحاول اغتيالهم في أربيل أو أثناء سفرهم إليها ومنها. وهكذا لم يُعقد الاجتماع المقترح في أربيل.
وبحسب مصدر مطلع، أرسل بارزاني أخيراً رسائل إلى البيت الأبيض يعرض فيها المساعدة على استئناف المفاوضات بين الولايات المتحدة وإيران. لكن المشكلة لا تكمن في الوسيط، إنما القضية تتعلق «بسياسة إيران تجاه مضيق هرمز»، وهذه السياسة «من غير المرجح أن تتغير في أي وقت قريب».
The website "Axios" revealed that the administration of U.S. President Donald Trump resorted in mid-May to a secret communication channel with the leadership of the Iranian Revolutionary Guard, after it began to doubt the ability of official Iranian negotiators to make binding decisions regarding the end of the war.
Who makes the decisions in Tehran?
Three sources familiar with the talks reported that the U.S. administration chose the President of the Kurdistan Region of Iraq, Nechirvan Barzani, to play the role of "secret mediator," due to his close relationships and trust with American and Iranian officials, as well as prominent figures in the Revolutionary Guard.
The sources indicated that one of the main problems facing the Trump administration, whether in the current negotiations or any future negotiations, is ensuring that they are speaking to officials who actually have decision-making authority, in addition to the need for intermediaries who are trusted by both the White House and the Iranian regime.
How did the secret channel begin?
The sources pointed out that after the ceasefire on April 8, and the summit held in Islamabad a few days later, the U.S. and Iran attempted to negotiate an end to the war. In early May, the White House believed that reaching an agreement was close, but Iran delayed its response for more than 10 days, leading American negotiators to believe that the Iranian negotiators, namely Parliament Speaker Mohammad Baqer Qalibaf and Foreign Minister Abbas Araghchi, did not have sufficient mandate to finalize an agreement, and that the Revolutionary Guard was intervening in the negotiations and overriding their decisions.
By May 10, the White House concluded that it needed a back channel to communicate with the leadership of the Revolutionary Guard. At that time, U.S. National Intelligence Director Tulsi Gabbard made a call to Barzani. According to two sources directly familiar with the call, Gabbard informed Barzani that the U.S. administration believed he could help communicate with Revolutionary Guard Commander General Ahmad Vahidi.
Why Barzani?
According to the sources, Barzani was chosen because he lived in Iran during the Iran-Iraq War, studied at the University of Tehran, speaks Persian fluently, and has personal relationships with several senior officials in the Iranian regime, including prominent figures in the Revolutionary Guard, as reported by "Axios."
The sources confirmed that Gabbard made it clear to Barzani that she was making the call with the approval of Trump and his vice president. The purpose of the call was to find out whether Vahidi and the Revolutionary Guard leadership supported what Qalibaf and Araghchi were negotiating, or if they had different ideas or demands. Gabbard noted that the intermediaries had been unable to reach Vahidi for direct clarification.
Barzani agreed to Gabbard's request and contacted his sources within the Revolutionary Guard, informing them that he had a message from the Trump administration. However, Barzani emphasized, according to one source, his desire to "speak directly with General Vahidi." The Iranians agreed to this.
On May 14, a Revolutionary Guard official arrived at Barzani's office in Erbil, carrying a secure phone for a secure call. Barzani asked Vahidi if he supported the Iranian negotiators. He replied that he supported them, stating, according to a source directly familiar with the conversation, that he "fully supports them, and this is also the position of the Revolutionary Guard. We prefer to resolve this crisis through negotiations."
Three sources, including a White House official, confirmed that Barzani contacted Gabbard immediately after his conversation with Vahidi and informed her of the Iranian response, before Gabbard relayed the information to the White House.
Proposal for secret negotiations in Erbil
After receiving the Iranian response, the Trump administration proposed a new idea, as the United States wanted Barzani to host secret negotiations between senior American and Iranian officials in Erbil. Barzani again reached out to the Iranians and conveyed the proposal to them.
The Iranians did not dismiss the idea, but they expressed concerns about their security, as Iranian officials believed that Israeli intelligence had many assets in the Kurdistan Region of Iraq, and that Israel might attempt to assassinate them in Erbil or while traveling to and from there. Thus, the proposed meeting in Erbil did not take place.
According to a knowledgeable source, Barzani eventually sent messages to the White House offering assistance in resuming negotiations between the U.S. and Iran. However, the issue does not lie with the mediator, but rather pertains to "Iran's policy regarding the Strait of Hormuz," and this policy "is unlikely to change anytime soon."
